This concern was exacerbated by the emerging debt crisis in a number of developing countries. The Basle Committee on Banking Supervision under the auspices of the NATIONAL SETTLEMENTS BANK FOR INTER­ (BIS) then recommended that banks should improve their capital ratios. However, it became clear that different approaches in differ­ ent countries to capital measurement were making comparisons from one bank­ ing system to another very difficult and that a more consistent approach would be desirable.

The clearing for CHAPS transfers is a computerised system, available to CHAPS participants which are mainly, but not exclusively, banks. CHAPS partic­ ipants input the payment details to a CHAPS terminal and receive a printed confirmation to show that the payment instruction has been accepted. This receipt provides a guarantee that the funds will be received for same day value by the other party. Companies are able to use CHAPS without being participants in the system. Many smaller companies submit written requests to their banks to make CHAPS transfers on their behalf, and the bank will input the payment to the company's instructions.

The cost of a C H A P S transfer is something that a corporation would negoti­ ate along with its other bank charges. The range of charges is likely to be between approximately £8 and £20 per C H A P S payment. The actual charge will depend upon the size of the company, the number of C H A P S payments being made and the method of payment. Companies that initiate their own transfers using an electronic funds transfer (EFT) system would expect to pay considerably less for a CHAPS transfer than a company for which the bank has to make the payment.
